At the low point in the boom-bust-boom history of Silver Spring, the biggest downtown in the Washington suburbs was in desperate straits. Fairfax County appointed a new deputy county executive Monday to oversee the county's human services programs and agencies. Patricia Harrison, director of the county's Department of Community and Recreation Services, will start as one of the county's four deputy county executives Sept. 28 and be paid $175,000 a year. THE BITTER fight over empowering Prince George's County Executive Rushern L. Baker III to manage the county's public education system sadly isn't over. An effort — apparently with some support from the school board — has been launched to overturn the law that gave Mr. Baker new authority in overseeing education.
