Maryland transportation officials asked state lawmakers Wednesday to make it easier to enforce penalties on chronic toll cheats, saying a $50 civil citation and the threat of having a vehicle's registration suspended should be enough to encourage scofflaws to pay up. Maryland Transportation Authority officials are still drafting the details of the legislation but said they will ask for more ways to crack down on motorists who drive through tolling...

11th Street Bridge Commuters went decades without a smooth freeway connection over the Anacostia River, but as the rebuilding of the 11th Street Bridge advanced this year, the completion of those connections became an obsession with many drivers. One of the links opened over the summer, allowing drivers to move easily from southbound D.C. 295 onto the 11th Street Bridge and across to the Southeast-Southwest Freeway. The outbound route, from the bridge to...

The Capital Beltway's new lanes have been open to the public for just a few days, but it's already time for a bit of a makeover. A spate of accidents at the entrance to the northbound 495 express lanes, all stemming from last-minute maneuvers to avoid the new lanes, has transportation authorities scrambling to make changes. GW Parkway A relatively small project is causing extensive backups for commuters, especially during the afternoon and evening rush. It's the rock stabilization program that has shut the left lane on the northbound George Washington Parkway in Rosslyn . Since the construction started last month, outbound traffic has been stalling all the way back to E Street in downtown Washington, one driver told me last week. It may take half an hour to get from K Street to...

Dear Dr. Gridlock: Not a day passes without some indignity to the rank-and-file population, as all levels of government scramble to find new and subtle ways to hammer beleaguered citizens' wallets. There should be little to debate about a monthly surcharge on E-ZPass in Virginia . The correct answer is a firm no. That crack starts the slippery slope of fee hikes that could soon get E-ZPass looking not so easy at all. The Virginia Department of Transportation needs to stop trying to sell this as another bureaucracy.
