Council member Jim Graham (D-Ward 1) allegedly using his influence on a multimillion-dollar city contract to try to tilt the result of a competition for a multimillion-dollar Metro development contract. Now a new question has surfaced in a 2008 D.C. government report we've obtained: whether, in the effort to thwart a bidder he didn't like, Mr. Graham lodged an unjustified ethics complaint against a D.C. civil servant. I read with some astonishment the Oct. 12 Metro article " Graham ethics breach alleged ," concerning a Metro board report about D.C. Council member Jim Graham (D-Ward 1). The matter covered by the report had already been examined by Metro's general counsel and the D.C. inspector general, so the statement that Metro paid an outside law firm $800,000 to carry out an investigation was quite surprising. The D.C. Council reprimanded member Jim Graham on Monday for improperly intervening in a dispute over the city lottery contract four years ago, stamping a permanent blemish on the four-term lawmaker's public record. During an emotional meeting called by council Chairman Phil Mendelson (D) to address the matter, council members voted 11 to 2 to publicly reprimand Graham (D-Ward 1). They also stripped him of his power to oversee District liquor licenses and alcohol issues as head of the Human Services Committee.
